SeeKing HR, a comprehensive human resource consulting firm providing strategic guidance, program management, employee development and employment services to a variety of clients, is sourcing candidates for a Human Resource Manager position for a utility company headquartered in Nursery, Texas.

The Human Resource Manager will guide human resource activities while providing project support and advisory services.  Responsible for providing project leadership and day-to-day human resource operations while establishing and maintaining objectives, strategies, action plans and polices.

Qualified candidates will have:

•  Bachelor’s degree in Human Resources or related field
•  4+ years’ experience as an HR Generalist and a minimum of 2 years’ experience supervising an HR department
•  Strong knowledge of Microsoft Office Programs
•  Valid Texas Driver License

Typical duties include:

•  Plans and communicates methods and techniques for recruiting, selecting and onboarding employees while coordinating the new hire process including documentation, testing, and verification of credentials, work experience and background.
•  Addresses employee relations issues, such as harassment allegations, work complaints or other employee concerns.
•  Maintains active files, composes necessary journal entries, creates monthly, quarterly, and annual reporting and invoicing related to human resource and payroll activities.
•  Develops and implements recruiting strategies to meet current or anticipated staffing needs.
•  Interprets and explains human resources policies, procedures, employment laws, standards and regulations.
•  Documents findings from research and prepares recommendations for implementation of new systems, procedures or organizational changes.
•  Administers pre-employment testing and evaluation procedures.
•  Prepares reports, such as organization and flow charts, and career path reports, to summarize job analysis and evaluation and compensation analysis information.
•  Analyzes training needs to develop new human resource-related training programs or modify and improve existing programs.
•  Contacts job applicants to inform them of the status of their applications, conducts reference or background checks as required and informs job applicants of details such as duties and responsibilities, compensation, benefits, schedules, working conditions or promotions opportunities.
•  Processes payroll including collecting time, preparing reports and distributing statements.
•  Administers and maintains records of employee leave.
•  Works with confidential data, including employee medical records.
•  Attends and participates in educational opportunities to stay well-informed of changes in employment laws, standards, and regulations.
•  Performs other duties, tasks and special projects as assigned.
