Description

We are currently recruiting for a Utility Distribution Operations Manager in Victoria, Texas.  The Operations Manager is responsible for all electric distribution operations, construction and maintenance functions of the Cooperative, including, but not limited to, management of the Operations Department personnel.

MINIMUM QUALIFICATIONS
• High school diploma or equivalent.
• Practical application of skills in a related type of organization for a minimum of ten (10) years is required.
• Should possess demonstrated management expertise with minimum three (3) years’ experience. 
• Successful applicant would have pursued a systematic lineman training program, served as an Apprentice Lineman through Journeyman Lineman and a related supervisory position.
• Must have a valid Texas driver’s license.
• May be required to drive a cooperative vehicle.
• Knowledge of accounting principles, rules and regulations.
• Excellent oral and written communication skills.
• Effective interpersonal skills.
• Advanced computer skills - MS Office.
• Excellent analytical skills.
• Ability to handle confidential information.
• Ability to see the “bigger picture” while able to focus on the accuracy of details.

TYPICAL DUTIES
• Supports the Cooperative's Loss Control Program by administering all applicable safety and regulatory compliance standards.  Safety rules include, but are not limited to, the Cooperative's safety manual, National Electrical Safety Code, and other government agencies such as OSHA.  Regulatory compliance rules include, but are not limited to, all applicable government agencies, such as OSHA, EPA, and DOT.
• Develops and uses accident investigation procedures as required.
• Responsible for the delegation, training, and appraisal process of all operations department employees.
• Promotes uniform standards by adopting and following appropriate Cooperative and department policies, record keeping, and compliance with the Cooperative's Operations and Maintenance Plan.
• Responsible for all departmental short-term and long-term planning focusing on maintaining high reliability.
• Responsible for development of annual department budget.
• Responsible for coordinating duties between the Superintendent, Supervisor and Line Foremen - Construction and Maintenance.
• Responsible for the operation of the Supervisory Control & Data Acquisition (SCADA) Department by coordinating with the Dispatcher.
• Manages the vehicle and equipment fleet by specifying purchases and rentals, appropriate record-keeping and maintenance functions to ensure reliability and reflect a positive image of the Cooperative.
• Oversees the recruitment, development and promotion of new hires through the Apprenticeship Program to develop future managers.
• Coordinates contracted utility plant construction.
• Responsible for inter and intra-department workflow.
• Creates and implements measurement tools to evaluate the effectiveness of all responsibilities in the department.
• Responsible for all departmental verbal and written communication.
• Promotes positive member and employee relations be overseeing the department’s responsibilities toward the public, while remaining in compliance with Board and operating policies of the Cooperative.
• Manages and otherwise directs the activities of the Operations Department by being available for questions and giving information to other department’s employees to insure a comfortable, knowledgeable, and confident working department.
• Attends meetings, special courses and seminars to facilitate training, keep informed and stay abreast with current industry trends.  This may require occasional travel from the area.
• Participates in general staff meetings, strategic planning, and other internal meetings as directed.
• Provides department activity reports as needed.
• Serves on committees, organizations, agencies and groups as may be applicable to departmental functions or as may be directed by the General Manager.
• Responsible for effective and efficient cross departmental verbal and written communication.
• Manages subordinate supervisors and directly supervises all employees not supervised by the subordinate supervisors.
• Carries out supervisory responsibilities in accordance with the Cooperative's policies and applicable laws.  Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees, up to and including termination; addressing complaints and resolving problems.

PHYSICAL REQUIREMENTS
• Sedentary work requiring exertion of up to 10 pounds of force occasionally and/or a negligible amount of force frequently.
• Light lifting of generally 10 pounds or less.
• Job requires sitting most of the time.
• Requires repetitive motions with hands and fingers such as dialing and typing.
• Primarily inside work at a desk.
